I have to refer to your letter of the 17th September,
wherein you stated the fees you would propose to charge if
called upon to act as consultants for the proposed Hong Kong
Water Supply Scheme.
2. The question of your engagement has been referred
by telegram to the Colonial Government, and we have now been
asked by the Colonial Office to request you to arrange for
Mr. Gourley to visit Hong Kong in conjunction with his visit
to Singapore, timing his visit so as to arrive in Hong Kong at
about the same time as Mr. Henderson.
3. It is understood that Mr. Gourley will make a general
inspection and examination of the scheme, will inspect and select the most suitable dam site (or sites) and will report
and advise on the general scheme for a fee of £1,500 plus
travelling, hotel and out-of-pocket expenses.
4.
Doubtless you will communicate with Mr. Henderson
direct should you wish to discuss the matter further with him.
